Feature/seb

Implemented the basic functions for the surface energy balance as an upper boundary condition. The SEB calculation takes various forcing data (radiation, temperature, pressure, moisture, wind) to arrive at a residual ground heat flux Qg which is a Neumann boundary condition to the subsurface heat transfer.
