Add fast "pre-solver" for fixed SFCC parameter settings

SFCCPreSolver constructs in initialconditon! a linear interpolant to approximate the enthalpy freeze curve \theta(H). This is only valid when all freeze curve parmaeters (including the water content) can be assumed constant.
